Die Entwicklung von Indikatoren für den Gewässerzustand im Rahmen der EU-Meeresstrategie-Rahmenrichtlinie (MSRL) ist eine gesellschaftspolitische Aufgabe, die von den mit der Umweltüberwachung betrauten Wissenschaftlern realisiert werden muss. Ein Diatomeen/Dinoflagellaten-Index ist einer der wenigen vorgeschlagenen Phytoplankton-Indikatoren, die auf Empfehlung der Bund/Länder-Ausschuss Nord- und Ostsee (BLANO) auf ihre Eignung geprüft werden soll. In dieser Entwicklungsphase ist eine größere Datenbasis als die vorhandenen Routinedaten erforderlich. Im Rahmen dieses Projekts sollen zusätzliche Phytoplankton-Daten gewonnen werden und zusammen mit Daten weiterer Datenquellen zur Entwicklung des Diatomeen/Dinoflagellaten-Index verwendet werden. Der Indikator ist in das Gesamtsystem einzubetten (Grenzen für den „guten ökologischen Zustand“, internationale Abstimmung, Zuordnung zu Deskriptoren). Es ist die Hypothese zu prüfen, ob er ein Indikator für das Nahrungsnetz sein kann.
